One solution is the hiring of "Parish Life Collaborators" - lay people who will direct parish life when a priest cannot be in residence.

“They must have a Masters in theology or a related field and they must also have five years experience in the Catholic Church and ministry,” said Sister Pat Rogan, of the Institute for Ministries.

Aside from saying mass and administering the sacraments, the Parish Life Collaborator will run the parish.
